Franklin Miller, who ran the U.S. nuclear policy at the Pentagon for 15 years, says expiration of the only remaining bilateral nuclear arms treaty between the U.S. and Russia will not lead to a new arms race. He says Moscow used a scare tactic against Washington to prevent the U.S. from modernizing its nuclear force.
