COLLEEN GRAFFY

Colleen Graffy is a law professor at Pepperdine Caruso Law School and serves on the Advisory Board of USC’s Center on Public Diplomacy. As Deputy Assistant Secretary of State for Public Diplomacy for Europe and Eurasia, she helped develop U.S. strategic communications by creating the government’s first media hub in Brussels, equipped with radio and television broadcasting facilities.

A digital pioneer, she was the first diplomat to use Twitter and advanced Public Diplomacy 2.0 and Visual Diplomacy to communicate U.S. policy, values, and culture. She established the Ben Franklin Transatlantic Fellowship, bringing together students from the U.S. and former Eastern Bloc countries to study democracy and combat disinformation.
Professor Graffy was based in London for over 20 years as Academic Director of Pepperdine’s London Law Program and Director of Global Programs. Her teaching includes international law, space law, and negotiation.

A frequent commentator on television and radio, she has written for the Wall Street Journal, Washington Post, and The Times (London,) amongst others.
